This ADR is a probe, not a real architectural call. It exists to test whether prism_decide still times out on first call after a server restart.

Rationale

Yesterday (2026-04-16) prism_decide timed out at 4 minutes on first call, retry succeeded. Hypothesis was sync embedding generation. This probe re-exercises the path after two sprints of work to measure.
